The Outcast Force was formed by The Grand Outcast (Chester Mandemand) who has unknown intentions or motives other than to cause fear and challenge Fish Team Leadership.The Outcast Force started small in Chapter I but grew by Chapter II when some of the students who went against them joined their side.

- John-Head of the Outcast Assassin Force.Former close friend of (Deceased) Special Agent Heather.
- Gargari O'Donell-Chief Scientist of The Outcast Force.Had a deal with unknown dealers concerning Green Chemicals (Later revealed to be Gloob Essence).Shot by Captain Joseph.
- Corrupted Rien-First Robotic Creation of Professor Gargari.Patterned after the (previously thought) late Detective Rien.
- Jico (Gloob Form)-Hypnotized and controlled by the Gloobs,Jico ran the entire Gloob Program and was the true mastermind behind the European Attacks in Chapter IV.
- William-Head of Golob Corporations.Is rich because he was hired by the Grand Outcast to release chemical bombs across Europe for a faster containment of the World.
- Jousef-In Chapter III,he is Crown Prince of Egypt but was betrayed by the Egyptian Government.He has a staff which could raise mummies and has a semi-metallic cloak.He was killed by a knife that was thrown at him.
